A PDF page's orientation is set at the moment it's created, whether that's a scan, a phone photo, or an export from another program. If you're not sure whether a page needs 90° Right or 90° Left, a quick trick is to look at any text on the page: rotate in the direction that would make that text read left-to-right and upright. If the whole page is simply upside down rather than sideways, 180° is always the correct choice regardless of which way it's flipped.

Common problems when rotating a PDF
